SS payments taxable??

Mother and 13 year old son each received $6250 of social security in 2022 based on the father's (age 61) social security payments. The son has no other income so his payments are not an issue, but are the payments the mother receives taxable income that must be included in their joint 2022 return? These payments are not SSDI. The son is not disabled.
