Problem with E-filing 940/941 for 4th Qtr 2019

It is specifically for 940/941 EF Info which says is already approved by IRS on all the form release date info..... Am I the only one with this issue? Surely if it was an ATX/IRS issue others would have same problem

When I try to e-file a 4th Qtr 2019 PR Report I get this message. Anyone else experiencing this issue?
