Non-Business Residential Energy Property Tax Credits

I have read these credits have been extended through 2019, however, there is nowhere to claim them on Form 5695.  Any idea what the official word is on whether these credits can be claimed? I've posted below, two conflicting things ive seen online:

 

1)  Nonbusiness Energy Property Credit

Important: The tax credit below cannot be claimed on 2018, 2019, and later Tax Returns.

2) Taxpayers who upgrade their homes to make use of renewable energy may be eligible for a tax credit to offset some of the costs. Through the 2019 tax year, the federal government offers the Nonbusiness Energy Property Credit. The renewable energy tax credits are good through 2019 and then are reduced each year through the end of 2021. Claim the credits by filing Form 5695 with your tax return.

The official 2019 form 5695 on the IRS page does include those nonbusiness energy credits on page 2.  I think this will be another case of the software vendors having to modify those forms for the changes made late in 2019.  Another example of this is the 2018 Sch A on the IRS site that is back to "draft" status as of 1/21/2020 and now shows the PMI deduction line again that was "Reserved" and grayed out when we filed last year.
