Reject of a phantom form

"The student's name and SSN for Form 8863 must match the data from the IRS Master file." That sounds reasonable, except there is no 8863 in the return. The return has three children, all 7 or under. One is a newborn, so I was particularly careful about her SSN. These kids are all above average, but not college material yet. I've checked all the SSNs against their cards; no mismatches. Any ideas?
