I found the following instructions for sending an attachment. Instructions 1 E-file your tax return through the e-file process. 2 Wait for the acknowledgment that the IRS has accepted your tax return. When you receive it, fill out Form 8453. The declaration control number on the form is the number you received in the IRS acknowledgment.
