Ok, So I've got a new install of ATX 2013 on the server, I want to restore the database and backed up returns into 2013. The catch is, When I back up to local storage, it gives me an error saying that the backup was not successful. Thats just the first problem. I then Exported the returns onto my flashdrive and imported them into 2013. Is there a difference between backups and imports? Because the import worked just fine, but now I want to have ATX 2012 returns in the Rollover manager but Im not sure how to do that. Right now Im manually moving the Backup folder inside the ATX folder to my flashdrive. Any help will be appreciated!

Deb is correct. Restore your 2012 returns using the 2012 program. When you are ready to rollover the returns, open the 2013 program and click on Rollover Manager where a list of returns should be shown. From that list, you will choose the return(s) that you want to rollover from 2012.
