1099-R reporting how does another state know

Back in 2011 I had a customer with 1099-R income, the state payer was designated as NY and had a state distribution amount.   He lives in NJ but has his 1099-R mailed to his NY address. (that's another post)  I was using TRX back in 2011 and the software did not carry the pension to his NJ resident return and I didn't catch it.  Well he just received a notice from NJ mentioning the missing pension income. 

 

So if copy A goes to the IRS, Copy 1 the state (NY), copy B goes with the return.  So I'm just curious how it ever came to NJ's attention.
