If your state allows stand-alone e-filing, you can e-file the state return even though you could not file the federal due to the 5405, but that would not involve e-filing form 5405. Then go back to the federal filing and add form 5405 and print out and mail only the federal. Since form 5405 doesn't have anything to do with State filing, I don't think it should be a problem.
