Electronic Filing Information for Tax Preparers & Updates
The Modernized e-File Federal/State Filing Program (MeF) enables you to file your clients' federal and Connecticut Personal Income Tax, Partnership or Corporation returns in one single transmission.

MeF is open to those tax preparers and transmitters who have been accepted by the (IRS) into the federal electronic filing program. All participants must use software approved for Connecticut electronic filing and follow the guidelines outlined in the Federal/State Electronic Filing Handbook.

Connecticut will allow three years of tax returns (Current Year plus the 2 immediate prior year returns) on a rolling calendar basis to be processed through MeF. This applies to Individual Income Tax, and Corporation Business Tax and Partnership Returns).

MANDATE - Tax return preparers who prepared 50 or more Connecticut personal income tax returns are now required to file all Connecticut personal Income Tax returns electronically. For more information, see Updated e-file Requirements for Personal Income Tax Returns.

2013 Updates for MeF

Connecticut is now accepting:

  • Form CT-1065/1120SI Connecticut Composite Income Tax Return,
  • Form CT-1120 Corporation Business Tax Return,
  • Form CT-1041 (Available late 2014)

Delaware (as taken from DE1345, apparently last updated for the 2011 tax year):

WHAT CAN BE ELECTRONICALLY TRANSMITTED
The following are the only Delaware state tax forms which can be electronically transmitted:


1. Form 200-01, Individual Resident Income Tax Return.
2. Form 200-02, Individual Non-Resident Income Tax Return.
3. Form 200-03 EZ, Individual Resident Income Tax Return (EZ).

For tax year 2011, Delaware will be accepting the following type of income taxreturns. General rules concerning which taxpayers may file electronically are as follows:


1. Residents and Non-Residents of the State of Delaware may file their Delaware returns electronically.
2. Refund, Direct Deposit, Zero-Balance Due and Balance Due returns will be accepted. Balance Due return filers, who DO NOT pay their tax due through Direct Debit, must make their payment by the due date of the return. A copy of DE-200V, Electronic Filer Payment Voucher is located in the back of this publication.

WHAT CANNOT BE ELECTRONICALLY TRANSMITTED

In addition to the type of forms which are excluded, the following types of returns cannot be electronically transmitted.

1. Non-Calendar Year filers.
2. Prior Year Returns.
3. Amended or Corrected Returns.
4. Returns reporting a Delaware Lump Sum Distribution.
5. Returns on which the number of exemptions claimed on the State return does not match the number of exemptions claimed on the Federal Return. The only exception to this ruling would be additional exemptions for a taxpayer and/or spouse 60 years of age or over.

CREDIT CARD PAYMENTS


Credit card payments: $2,500 max
Debit card payments: Unlimited

THE APPLICATION/ACCEPTANCE PROCESS
To apply for the federal program you must complete IRS Form 8633, "Application to Participate in the Electronic Filing Program", which is available from the IRS. Federal Publication 1345 specifies the application process and requirements for federal participation. Once you have been accepted into the federal electronic filing program, you are automatically accepted into the Delaware program. There are no additional applications needed.

Delaware does not conditionally accept tax returns. The Delaware Division of Revenue accepts all returns that are accepted within the Fed/State piggyback program filed for Delaware.

Can I e-file any type of return?

These returns are eligible to be e-filed, but you must still confirm that the e-File option you choose supports the return(s) you want to file.

Returns that can be e-filed include:

  • Resident Returns (Form 760)
  • Amended Resident Returns (Form 760)
  • Part-year Resident Returns (Form 760PY)
  • Amended Part-year Resident Returns (Form 760PY)
  • Nonresident Returns (Form 763)
  • Amended Nonresident Returns (Form 763)
  • Deceased returns, including joint returns filed by spouses
  • Prior year returns

Returns that cannot be e-filed include:

  • Fiduciary returns (Form 770)
  • Returns containing withholding reported on Form 4852, substitute W-2 or 1099-R
  • 763-S Virginia Special Non-resident Claim for Individual Income Tax Withheld

I also noticed on another one of Virginia's web sites it specifically states Virginia's e-file program will accept tax years 2012,2011, and 2010 for form 760 cg.

I wonder if VA is aware of this or are we wrong.

One of my prepares found this and thought it would be nice to know for sure. Anyone else in Virginia have a clue? I am just a messenger so don't shoot me. Thanks

Per Kentucky Publication 1345, Handbook for Electronic Filers of Individual Income Tax Returns:

Exclusions from Electronic Filing
In addition to the returns excluded from federal electronic filing listed in Publication 1345 for tax year 2013 (2014 filing season), the following are specific Kentucky forms which are also excluded:
• Form 740-X, Amended Kentucky Individual Income Tax Return.
Prior Year Returns.
• Form 740-NP-R, Nonresident--Reciprocal State.
• Any partnership, corporate or fiduciary tax return.
• Fiscal Year Returns.
• Injured Spouse Declaration.
